Growing markets

At last the summer is here, very welcome after a generally morose winter in Europe, and hopefully with the better weather we will have a more go-ahead drive in business. For over a year we have had 1 step forwards and 2 steps backwards from both European and Russian/CIS perspectives.

 ALGERIA, MENA Region - We at Advent UK prefer to reach out to growing markets, so we have started our expansion into the MENA Region (Middle East and North Africa), and we have just returned from our first visit to the north of Algeria; our Algerian colleagues Mr Bendahou and Mr Nouacer treated us royally in all respects, including 3 police car escorts during the whole visit like Ministers! There is better security at their airports than in Europe; road checks are regular too, though in Algiers it is advisable to watch your belongings as in any Metropolitan city.

The Algerians are an extremely friendly and respectful people, highly intelligent, hardworking and open for partnerships/Joint Ventures with European companies. There is a need for technology transfer and know-how into the country to create or improve industry, and a need for products too. We met Algerian authorities from different departments and private businessmen and presented our company activities, and we also met the Trade and Investment department at the British Embassy who agree that we should get more British companies linked into Algerian businesses, all very positive. We are very optimized by the opportunities and the relationships we have established, and we feel there is a real need for the Advent UK interface with our experience in opening markets, sourcing partners & our fluent French.

What an extraordinarily beautiful country with over 1,000 kilometers of coastline, apricot sand, green hills behind, and into the region of Constantine & Batna vast sweeping valleys of wheat and barley and biblical shepherds keeping their flocks of sheep and goats, surrounded by hills like the west coast of Scotland with scattered trees and brush, all very green and lush at this time of year. And a vast magnificent Roman town in Timgad as big as Pompei! Algiers (10 million inhabitants in the Bay of Algiers) is like a vast Marseille/Monaco mix with Haussmann architecture in the centre, a huge busy port, a Kasbah, esplanades rising up the hills, an amazing huge botanical garden, bougainvillea and wisteria flowering everywhere. I can’t wait to return!

EURO CONSOLIDATION - Our United Europe seems to be having some headaches; basic differences of opinion on bailing out Greece, Greek Government bonds are now "junk" (such a nasty word), the Germans have come up with a legal reason why they cannot be in the bailout party, the Euro is on a see-saw, there is rain in Spain, the looming UK elections look like father, son (go for it Cameron!) and holy ghost (where on earth did Clegg come from?), AND we've all lost money & time due to the Volcanic Eruption. The Euro is supposed to be a reputable and sustainable world currency, the Eurozone caretakers should unite their team fast and all face in the same direction and consolidate!

Battle on capitol hill

BATTLE ON CAPITOL HILL But the most riveting Battle of the Titians was undoubtedly the USA Senate Subcommittee (SSC) interrogation of Goldman Sachs (GS) on their business activities prior to the sub-prime mortgage crisis. No reality TV show could possibly have been more fascinating. The issue is the difference in objectives and responsibility for GS as a major market maker to the market, as a broker to their clients, and as an active principal to their shareholders (and themselves of course).

The SSC did not ask anyone at GS to explain in layman's language what a market maker is and how GS operates, so there were a lot of misunderstandings in the question and answer process. The SSC, led by their imposing President Carl Levin, was relentless on business morals and ethics, the public's ongoing anger at the financial entities role in the credit crisis, the perception of client trust and belief in products sold by GS, and the key point of conflict of interest in actively selling complex mortgage derivative products to clients when GS were hedging against these same products as principals on their own account. And those bonuses, so popular!

The GS team was clearly confused by some of the lines of interrogation and were badly prepared on detailed documents; these guys are not used to public interrogation, and had probably thought the questions would be on procedures, not on morals. The traders were uncomfortable and evasive, probably trained by legal beagles "when in doubt, deflect". The CFO David Viniar tried to explain the GS position on "going short" and the firm's reactive risk management decisions when the sub-prime market cascaded; not a happy bunny when questioned about internal emails saying deals/products were "shitty". The GS star in the shape of Lloyd Blankfein, CEO of GS, was also surprisingly uncomfortable under the SSC fire and the broadsides of the CSS on business morals and client trust left him floundering. GS broadly speaking didn't get it and needs to boot up quick on ethics!

BUT it should not be forgotten that the stability of the financial markets is absolutely essential. Regulatory reform to prevent a future financial crisis - yes. Assassination of GS and other financial institutions with all that this implies - no.

It's manifesto time in England and there is a nuclear theme:

The Labour effort shows a neo-Stalinesque nuclear family gazing across the fields at a nuclear explosion.

The Conservative effort, by contrast, has a plain blue cover reminiscent of the annual report of a subsidiary bank. It, too, has a nuclear explosion but it is much smaller and looks like a tree drawn by a three-year-old.

Welsh Plaid Cymru's 'European (now there's ambition for you) Manifesto' shows an English tourist looking expectantly across the hills for signs of a nuclear explosion.

The Liberal Democratic Party's manifesto examines both sides of the argument for nuclear explosions.

I find this highly amusing.

We’ve been busy… We were at President Medvedev’s visit to Paris where the Mayor of Paris talked with great aplomb about cultural links between France and Russia (2010 is an cultural year between the two countries), no mention of writers (tricky one that), but lots of chat about architecture, music and art exchanges, and that the two countries fought side by side in the last European War…

Medvedev also mentioned the art exchanges and delivered the coup de grace that Russia was present at the Liberation of Paris (I’m not sure this is well documented in the French version of De Gaulle’s entry to Paris). He paid a lot of attention to the Russian priests present and was very receptive to our opinions on doing business in Russia.

We were also at the Paris Senat to hear HRH Prince Khaled Al Faysal Bin Abdulaziz Al Saoud, Governor of Mecca in Saudi Arabia, speak with great finesse about peace and tolerance between peoples. He exposed with clarity the similarities between the Koran and the Bible and promoted mutual respect for religious differences which have led to conflict and been the vector to extremism. He then showed us a huge project to enlarge the area around Mecca and its infrastructure in order to handle over 10 million pilgrims per annum.

Well it’s all very interesting and enriching, but at the coal face its jolly hard work all the same. Russia is attracting renewed interest but under harsher conditions than before the crisis, which our Russian clients have trouble in understanding. We have extended our database to over 100 banks and Private Equity interested in Russia.We are also investigating the MENA region opportunities with our first steps in Algeria which is undergoing a strong expansion on the back of their gas exports (they are 4th biggest gas exporters in the world). Watch this space.

La Commission européenne a sonné le glas des holdings 1929 au Luxembourg qui n'hexisterons plus au 31/12/2010, le gouvernement grand-ducal reste confiant dans l'avenir de sa place financière et annonce

"Un nouvel instrument de gestion patrimoniale avec de nouvelles modalités a été proposé. Le Luxembourg resteune place attractive pour la gestion de patrimoine, qui est un des piliers de la place financière", a promis le gouvernement.


De nombreuses multinationales et particuliers avaient déjà changé de statut et opté pour celui de sociétés de participations financières (Soparfi) qui sont soumises à l'impôt sur le revenu, mais continuent à bénéficier de la fiscalité avantageuse du Luxembourg, des conventions préventives de double imposition, de la Directive Mère-fille, de la Directive Intérêts-Royalties,... (alors que les holdings 1929 ne pouvaient pas en bénéficier )

La loi luxembourgeoise de 1929 exonère les sociétés de participations financières, dites "holdings 1929", de l'impôt sur le revenu, aussi bien sur les sommes qu'elles perçoivent que sur celles qu'elles versent.
Toutefois, les entreprises qui ont bénéficié de ce système avantageux n'auront rien à rembourser et auront jusqu'au 31 décembre 2010 pour changer de structure.

Focus sur la zone MENA
La zone MENA (Middle East and North Africa) est porteuse d’un fort potentiel, notamment le sous-continent nord-africain composé de six pays : l’Algérie, l’Égypte, la Libye, la Mauritanie, le Maroc et la Tunisie totalisant 160,1 millions d’habitants représentant 17,3 % de la population africaine, et une superficie de 7,04 millions de km2.

Advent Uk engage actuellement une ouverture sur cette région du monde.

La zone MENA entend bien surmonter la crise financière mondiale à l’image de la déclaration de la conférence de La Conférence Ministérielle qui a eu lieu à Marrakech le 23 novembre 2009 dernier. Cette conférence a été une opportunité unique de poursuivre le dialogue entre les Ministres des régions MENA et OCDE en charge des politiques d’investissement et de gouvernance publique. Elle a impliqué étroitement les représentants du monde des affaires et de la société civile.


La région MENA doit maintenir l’élan des réformes

A ce stade critique, une participation plus audible des pays de la zone MENA dans le dialogue politique mondial est essentielle pour s’assurer que les gouvernements feront les choix politiques les plus judicieux. A cette fin, des partenariats renforcés entre les économies de la zone MENA et de l’OCDE peuvent jeter les bases d’un futur durable sur le plan économique et social. Paradoxalement, il est même possible d’affirmer que la crise pourrait en fait générer des opportunités pour la région. En temps de crise, les programmes de réformes sont accélérés, et les obstacles à leur mise en œuvre peuvent être surmontés car le besoin de réponses politiques immédiates est mieux compris. Le soutien des pairs est utile dans un tel contexte car il pousse à une réflexion nécessaire pour transformer les leçons de la crise en programmes de réformes revitalisés. La sévérité de la crise financière mondiale pousse certains à remettre en cause les grandes orientations des réformes définies avant la crise. Cependant, le mouvement général vers une meilleure réglementation des affaires, des structures administratives plus simples, ainsi que la transparence et la bonne gouvernance, reste au centre de stratégies positives de développement.


Les réformes de la gouvernance publique et du climat des affaires sont des efforts collaboratifs et inclusifs

Les réformes sur le long terme en matière de gouvernance publique et de climat des affaires ne pourront être menées à bien qu’en asseyant autour d’une même table les citoyens, le monde des affaires et les gouvernements. Les acteurs concernés pourront élaborer ensemble une mise en œuvre réussie des politiques nécessaires à une économie plus forte, plus claire et plus juste, à savoir des stratégies attractives de promotion et de protection des investissements, des cadres réglementaires plus sains, un régime fiscal fiable, une bonne gouvernance dans les finances publiques, un secteur financier bien développé, une bonne gouvernance d’entreprise, et des institutions publiques plus performantes et plus intègres.

Algeria Economy - overview: The state dominates most areas of the Algerian economy, although gradual liberalization since the mid-1990’s has opened up more of the economy to private domestic and foreign participation. Hydrocarbons are the backbone of the economy, accounting for roughly 60% of budget revenues, 30% of GDP, and over 95% of export earnings. Algeria has the eighth-largest reserves of natural gas in the world and is the fourth-largest gas exporter; it ranks 15th in oil reserves. Weak global hydrocarbon prices during 2009 contributed to a 40% drop in government revenue, although the government continues to enjoy a financial cushion provided by almost $150 billion in foreign currency reserves and a large hydrocarbons stabilization fund. Algeria’s external debt is only about 1% of GDP. The government’s efforts to diversify the economy by attracting foreign and domestic investment outside the energy sector, however, has had little success in reducing high unemployment and improving living standards. A Complementary Finance Law, enacted in July, imposed tight restrictions on imports and required that foreign investors and importers divest at least 51% share of ownership to Algerian partners. The law has contributed to some domestic goods shortages and prompted foreign investors and businesses to reconsider activities in Algeria. Development of the banking sector, the construction of infrastructure, and other structural reforms are hampered by corruption and bureaucratic resistance.
